The Bowling Green City Commission heard a first reading on an ordinance that would allow the Planning and Zoning Commission to issue a moratorium on building and zoning permits for a 20 block downtown area.
The area is the focus of the city's downtown redevelopment plan.
While the plan awaits approval, the city is asking that no new building or zoning permits be issued in case they are not compliant with the redevelopment plan.
The commission will hear a second reading on the ordinance.
