Ethics Panel Clears Way for Three of Beshear's Top Appointees

An ethics panel clears the way for three of Governor Steve Beshear's top appointees to take seats in his executive cabinet.

The Executive Branch Ethics Commission found Dec. 14, that Robert D. Vance, Nikki Jackson and Phil Osborne do not have conflicts of interest that would prevent them from serving.

Beshear had chosen Vance to serve as secretary of the Environmental and Public Protection Cabinet.

Jackson to serve as secretary of the Personnel Cabinet

And Osborne to be his Communications Director.

Despite this decision, Osborne has decided to not accept the position as Communications Director.

Osborne says, he didn't want to be a distraction to the administration.
