Some residents of Allen County aren't happy with some of the by-laws for Cresent Hill Cemetery.
The residents say the past caretakers didn't enforce the rules. The current caretaker, Ed Williams, says the by-laws have been the same since 1936, and there's a rule saying there can't be ground flowers or monuments, including rock gardens, during the mowing season.
Williams says there used to be several rock gardens blocking the mowing aisles, so to make it fair for everyone, letters were sent to the families saying the gardens would have to be removed, and they were given 10 days to respond.
However, some residents want to keep the graves the way they are.
Williams says each grave is given a shepherd's hook to hang flowers, and anything can be put on the monuments.
