Governor Fletcher offers Blanket Pardon

Governor Ernie Fletcher says he is pardoning all members of his administration who have been or may be charged in an ongoing grand jury investigation.

But Fletcher said tonight that he will NOT pardon himself.

The Attorney General's office has headed the investigation.

Attorney General Greg Stumbo said tonight that Fletcher "broke a sacred covenant" by lying to the public about his administration's activities.

He says he will explore a legal challenge to the breadth of the pardon as it relates to an amnesty for people not yet charged.

Nine members of the Fletcher administration have been charged with misdemeanor violations of state hiring laws.

Fletcher used a televised address tonight to accuse Stumbo of wasting time on the investigation while ignoring other priorities.

Fletcher also said that he will appear before the Grand Jury tomorrow in Frankfort.

But he said he will decline to testify.
