A second person has been charged with animal cruelty after 74 horses were found near death on a Jessamine County farm.

Authorities say Argo Clagett has been charged with second-degree animal cruelty.

His wife, Sharon, was charged with the same misdemeanor on March 26.

Authorities say the horses were in poor condition because of the lack of grass in the field.

The Jessamine County Humane Society says the horses have been taken to undisclosed locations to receive treatment.

The reason there are so many horses out there in the world is cause people don't fix the male horses like they do cats and dogs. If people would quit breeding we wouldn't have this problem.

Fines and jail time is not sufficient to penalize people who mistreat animals, children, handicapped or elderly people. They should be forced to do hard labor at minimum wage at some worthwhile job for the community until the cost of paying off their crime is resolved.
