According to experts, child sexual abuse is difficult to detect, and often goes unreported.
Twenty-one years ago, Kentucky created the "Child Sexual Abuse and Exploitation Prevention Board." Today Attorney General Greg Stumbo unveiled the board's biennial report.
The board oversees the "Child Victims' Trust Fund," which pays for child sexual abuse prevention programs, and reimburses related medical exams not covered by Medicaid or private insurance.
Many of the programs that aid the victims are funded by the purchase of the "I Care About Kids" license plates. The report cites "Kids on the Block" for providing child sexual abuse prevention programs to the south central Kentucky area.
