Franklin's mayor says the city's dam could collapse and it's time to build a new one.
City commissioners heard the first reading of a plan to raise water rates to help pay for that new dam.
The first increase would go into effect on April 1 and the second increase on July 1.
The ordinance must pass another reading before the rate increases go into effect.
