Gay rights supporters are criticizing Governor Fletcher for removing language from the State's Affirmative Action Plan that would protect gays.
Fletcher's order was aimed at increasing blacks and women in state government.
Senator Ernesto Scorsone is the state's only openly gay lawmaker. He says there was no need for the governor to single out gays for foul treatment and called the order unacceptable.
A spokesman for the governor says the change did not mean gays or lesbians would be discriminated against by state government.
