In the past year, the state has removed children from about 50 women served by The Bluegrass Domestic Violence Program.
Cabinet for Health and Family Services workers say have been telling women that shelters aren't an appropriate atmosphere for children.
The advocates worry the trend could keep victims from seeking help.
The Commissioner of the Department for Community Based Services says the cabinet is looking into the concerns of victim advocates.
The Cabinet's motivation is to protect the children.
There's no policy to remove the children of domestic violence victims, officials look at each case individually.
