More than 30 people appeared in opposition to magistrate Terry Young's motion to allow the fiscal court to lessen the standards of county roads.
That would have allowed the county to maintain roads that do not meet current requirements.
Opponents feared passing the ordinance may have caused people all over the county to request county maintenance on roads that did not qualify.
At the center of the controversy was "Whippoorwill Trail," also known as "Billy Goat Hill Road." Residents there were split on wanting the county to maintain the road.
When it came time to vote, no one seconded Young's motion, so it failed.
