Kentucky's bid for the project includes 2.4 million dollars in incentives.

The state's also willing to throw in 215 acres of free land in Henderson county near an active coal mine and the junction of the Green and Ohio rivers.

Other states in the running are Illinois, Ohio, Texas, West Virginia, Wyoming and North Dakota.

At stake is more than 1,000 construction jobs and 150 permanent ones, along with the researchers and side businesses the plant should attract.

The finalists will be chosen this summer, with the winner to be announced next year.

The plant is expected to be up and running in five years.
