Court documents filed by prosecutors today include a memo to Gov. Fletcher saying Republicans were ready and waiting to replace Democrats in protected state jobs.
Prosecutors filed a "bill of particulars" that names 12 Fletcher administration officials including Fletcher's chief of staff Stan Cave and former Commerce Cabinet Secretary Jim Host as unindicted co-conspirators.
The filing lays out the case against Fletcher, who has denied allegations his administration illegally handed out jobs to political supporters following his election in 2003.
Fletcher has pleaded not guilty to misdemeanor charges of criminal conspiracy, official misconduct and political discrimination. He's set to stand trial Nov. 8.
