Kentucky's State Auditor says the state should reconsider its merit-based college scholarship program

Kentucky's State Auditor says the state should reconsider its merit-based college scholarship program
State Aauditor Crit Luallen made the statement Wednesday to a panel studying college affordability. Luallen wants the panel to see if funds are being spent, and if unused money should be reallocated to need-based recipients.
Created in 1998, the merit-based scholarship program was a way to get more Kentucky high school students to go to college, and to keep the state's best students in Kentucky.
