Kentucky could soon be expecting new laws concerning foster care adoptions. The presumed laws will be proposed after a panel's study of the process and practices that lead to the termination of parents' rights.
Cabinet for Health and Family Services Secretary Mark Birdwhistell says people have voiced concerns that Kentucky is improperly removing children from their biological families to increase the number of adoptions.
Cabinet officials say they have no proof that case workers and supervisors are expediting adoptions inappropriately.
The panel's goal is to review not only this but the process and practices of the adoption of children.
