Red Cross officials in Edmonson County have also opened an emergency shelter at the Brownsville Community Center.
The shelter aids residents left without power from the storms, who are in need of food, water, and heat.
Red Cross employees say they've set up alternative methods to alert those affected, and that despite the limited communication, they expect more victims to show up throughout the evening via word of mouth.
"We are afraid that we are not reaching the people that we need to be talking to... to let them know about the shelter here," says N.E. Reed, who is the Edmonson County Judge-Executive.
Judge Reed adds, he expects more people to be reached due to the outpouring of support from the volunteer fire department and surrounding communities.
