State officials are promising a safer environment for patients of Kentucky's largest center for mentally challenged adults.

The Communities at Oakwood is the state's most troubled care facility. Officials hope a $43 million plan will preserve the center's federal funding.

The Federal Centers for Medicare and Medicaid decided to take Oakwood's funding last year when it found that the conditions at the Somerset, Ky., facility posed a threat to patients' health and safety.

However, the agency continued to fund Oakwood while the Cabinet for Health and Family Services appealed the decision.
