According to the report, disciplinary actions for law violations have declined over the past five years. The annual survey by the Kentucky Center for School Safety also reports a steep decline in drug-abuse incidents.
The report also states there have been no criminal homicides or forcible rapes at the state's public schools over the past five years.
Officials with the school safety center in Richmond, Ky., said students must feel secure to be energetic about learning.
