Nighbert Testimony


Transportation Secretary Bill Nighbert said an employee in his cabinet was fired because of his work, not because of his ties to Governor Fletcher's opponent in the 2003 governor's race.

Michael Duncan was the Transportation Cabinet's chief deputy inspector general when he was fired May 13, 2005. His name was among 32 on a so-called hit list of state workers targeted for personnel action.

The list included information about the political affiliation and campaign contributions.

Duncan was a Democrat who had previously donated money and worked for Ben Chandler, Fletcher's opponent.

State laws prohibit the firing of merit workers based on political ties.
