According to the 2000 Census with 2006 occupancy numbers, there are over 4000 housing units in the Enterprise Community.
Of those only 24 percent of those are owner-occupied.
65 percent are occupied by renters and 11 percent of the homes are currently vacant.
"Its been shown that home-ownership stabilizes an area. Most of the time when people choose to buy in an area, they tend to stay in the area and the dwelling unit itself," says Housing Ownership Coordinator for the Bowling Green Housing Authority, Melanie Lawrence.
"That's the logic behind two affordable housing programs that both the Housing Authority of Bowling Green and HANDS (Housing Assistance and Development Services) are working on.
The HANDS organization will take $100,000 recently given to it by the city to purchase up to six lots in the Enterprise Community near the Saint Joseph's District and turn them in into affordable housing.
"When you drive down the price of the lot, you can drive down the price of the housing. Which makes it affordable for those who really need to purchase those homes," says Executive Director of HANDS, Deborah Williams.
Williams says that these houses will help several families but there are so many more who would like to homes in this area.
"We have an average of 100 people on our waiting list at all times that we constantly have to monitor to make sure they are eligible through credit or whether they're home eligible," Williams says.
While HANDS will be building affordable housing., the Housing Authority of Bowling Green will be rehabilitating other homes in the Enterprise Community using the money they received from the city.
"We're purchasing homes in the Enterprise Community zone. These homes are either rental property or in danger of becoming rental. The cost of the rehabilitation is granted to the homeowner upon purchase. So basically they purchase the houses at the pre-rehab cost," says Williams.
Construction on the first phase of Lee Square is under way.
The 2-city block project will produce 27 new affordable homes once it's completed.
