Mandated Unfunded Projects

Warren County could come up millions of dollars short in its current budget.

Near the end of this morning’s fiscal court meeting, Feb. 20, 2007, Judge-Executive Mike Buchanon said Warren County may come up some $3 million short of its budget, due to having to finance mandated but unfunded projects, required by the Kentucky and U.S. governments.

Among the programs Buchanon cited, are $1 million-a-year required by the Environmental Protection Agency to fund storm water management, $1.8 million-a-year for Kentucky retirement, $1 million-a-year for the health department and $1 million-a-year required by the jail to house state prisoners.

Buchanon said it’s totally unfair for the state and federal governments to mandate projects then require local governments to pay for them. He then asked the County Budget Committee, made up of magistrates “Doc” Kaelin, Robert Donoho and Richard Morgan to come up with ways to lessen the projected $3 million shortfall.
