New Laws Take Effect July 15

While the General Assembly’s failure to pass a budget this year drew most of the attention in Frankfort, it did pass more than 300 new laws.

Disaster Relief: Senate Bill 14 will give eligible state employees up to 30 workdays of paid leave per year to help with American Red Cross disaster relief efforts.

Sexual Assault: SB 25 will make it a felony to possess Rohypnol, more commonly known as the "date rape drug."

Body Piercing: House Bill 29 will require minors to obtain parental consent before undergoing a body piercing procedure.

Organ Donation: SB 36 will require circuit clerks to point out the organ donor section on the back of driver's licenses when issuing licenses.

Veterans: HB 45 will allow school councils to award high school diplomas to World War II veterans who left high school early to serve in the war.

Elections: HB 31 will move Kentucky's primary elections up a week to avoid conflicts with the Memorial Day Holiday.

Health Departments: HB 67 will restore the ability of health department nurses to dispense certain prescription drugs to their patients.

Worker's Compensation: HB 348 will make changes in Kentucky's worker's compensation system to make it easier for miners with black lung disease to receive financial, educational and job training benefits. Miners with black lung who are 57 or older will have the option of receiving a cash award rather than retraining benefits.

Emergency Volunteers: HB 388 would keep volunteer emergency workers, such as rescue squad members, from being punished or fired from their regular jobs if they are absent or late because of valid emergency services duties.

Boating Safety: HB 453 will double the fines against people who operate boats while intoxicated. The new fines will be $200 for the first offense, $350 for second offense, and $600 for all subsequent offenses.

Methamphetamines: HB 644 will make it a crime to possess large amounts of ephedrine, a key ingredient used to make meth.
