An independent counsel investigation into the Sloan Convention Center Board's financial history has found "significant" chunks of funding unaccounted for or overpaid.

The investigation, lead by Bowling Green native and Louisville attorney, Gregg Hovious, was presented to the Bowling Green City Commission on Tuesday night. Investigators concluded attorney and former Convention Center Board treasurer Steve Catron should reimburse the board $298,000 in legal expenses that should not have been billed, according to the report.

Investigators have also asked Catron to account for $247,000 allegedly paid to his firm's escrow account that cannot be accounted for at the moment.

The investigation came about as a result of allegations made by Commissioner Jim Bullington and his supporters, who alleged over billing by Catron and accounting firm BKD. Bullington has repeatedly said the city should sue to recover the lost money, but Hovious says the case should be settled out of court.

Commissioners will take the next two weeks to review the report and will question Hovious again at their first April meeting.
