Governor Fletcher said he plans to call a special legislative session either the last week in June or shortly after the Fourth of July holiday.
He wants legislators to consider an energy bill and building projects. The energy bill would provide tax incentives for firms considering expansion into Kentucky.
The $370 million worth of construction projects are mostly at state universities. The projects were cut from the budget last year.
Meanwhile, House Speaker Jody Richards said the governor should not call a special session. Richards said the governor has not proven the matters on the agenda are urgent enough to warrant a special session.
