A former state official claims Governor Ernie Fletcher's running mate, Robbie Rudolph, was behind the blocking of a web site that was critical of the governor.
Former State Technology Commissioner, Michael Inman, said Rudolph ordered a crackdown on state employees' access to Internet blogs in an effort to silence Bluegrassreport.org.
The web site has often criticized Fletcher. The statement was filed in U.S. District Court in Frankfort as part of a federal First Amendment lawsuit.
Administration officials have previously said they did not specifically target the site, but were trying to prevent state employees from inappropriate Internet use during work.
