President Obama has recently called for a final up or down vote.

No Republicans are expected to vote for the package, but this time around it won't matter, because of a legislative maneuver called reconciliation.

It basically means the Senate only needs a simple majority to pass the bill.

This has many Republican senators worried, including minority leader Mitch McConnell.

"It will be riddled with special deals and as we've all indicated," said Senator McConnell, "we think it will be the biggest issue this fall if they are somehow able to get enough Democrats to buy into this."

McConnell says some of those deals include what he calls the Cornhusker Kickback and special deals for unions.
