Kentucky Horse Bill Faces Big Change
The Kentucky Senate's top leader says a bill meant to bolster the state's racing industry, is facing a big change before getting a vote from the full Senate.

Senate President David Williams is predicting that a provision authorizing Instant Racing in Kentucky, will be taken out of the measure before it goes to the full Senate.

Williams told reporters Tuesday evening, the bill will set up a taxing structure if Instant Racing is authorized by a gubernatorial executive order or by the state racing commission.

Instant Racing is a game in which gamblers bet on past races without knowing the names of the horses.

The bill would set up a 1.5-percent fee on Instant Racing wagers that would flow into a fund meant to sweeten race purses for Kentucky-bred horses racing at Kentucky tracks.

The bill is expected to be taken up Wednesday.
