Republicans and democrats can't agree on campaign financing. Senate Republicans insist on eliminating public financing for gubernatorial campaigns.
Democrats want to keep that funding in place. The deadlock has already led to one special session where no progress was made.
Now Gov. Patton says he will not call another special session. If a budget agreement is not reached, Patton says he will use his emergency powers to run the state on the proposed budget submitted by the House.
He says the state government will not be shut down. The General Assembly's next regular session is in January.
