State Trooper Indicted on Reckless Homicide

The Adair County Grand Jury indicts a Kentucky State Trooper on charges of reckless homicide.

Thirty-five-year-old Bramlett H. Burton has been placed on “administrative leave with pay,” as the investigation continues.

A state police report said Trooper Burton hit 53-year-old Billy Phillips of Columbia after Phillips was taken to the Adair County Jail on a DUI charge this past June.

The report said Phillips, who was handcuffed in front lunged at Burton several times before Burton hit him. As Phillips fell, police say he hit his head on either the jail wall or the concrete floor. He died at the U. K. Medical Center three days later.

Burton has been a trooper for three-and-a-half years.
