Andrew just turned 12 years old last month. He's been in foster care for nearly a year and a half and is starting to progress in his verbal and social skills.
Social workers say he was left in a highchair during all his waking hours as a baby. Andrew didn't begin walking until age five and didn't have any type of speech pattern until age six.
