County Clerk Ordered to Resign in Plea Deal

FRANKFORT, KY (AP) -- Owsley County Clerk Sid Gabbard has pleaded guilty to tax evasion in a deal that requires him to resign immediately and pay more than $61,000 in restitution to the state.

Gabbard pleaded guilty Friday to three counts of abuse of public trust and three counts of willfully filing or making false tax returns, and/or failure to pay tax.

The Kentucky auditor's office issued a report in June. Attorney General Jack Conway's office said in a statement that an ensuing investigation by that office found that Gabbard withheld state income tax from employees' checks and used the money as his own instead of sending it to the state.
