EPA Pursuit Of Pollution Fines Reaches 13 Years

LOUISVILLE, Ky. (AP) -- The federal Environmental Protection Agency has been pursuing a former Kentucky businessman for 13 years in an attempt to collect $1.5 million in penalties for polluted oil wells.

Federal officials say the penalties are among the largest ever handed down by the agency and their pursuit of the money is one of the longest.

Peter E. Jolly, who now lives in Cocoa Beach, Fla., has paid about $3,000 of the penalties levied against him and two of his companies in 1999 for violations at 89 oil wells in western Kentucky.

Jolly says he's broke. Over the years, he has repeatedly cited poverty and illness in trying to delay court proceedings aimed at collecting the money.
