LOUISVILLE, Ky. (AP) -- The one-time mayor of an eastern Kentucky town, her daughter and two city employees have been charged with defrauding the Social Security Administration and misapplying federal funds.
A federal indictment filed Wednesday charges former Martin Mayor Ruth Thomasine Robinson, her daughter, 42-year-old Rita Christine Whicker, 42-year-old Ginger Michelle Halbert and 68-year-old Ethel Lee Clouse, a bookkeeper for the city.
Prosecutors say the four embarked on a scheme to pay Halbert for her volunteer work for the city by steering federal funds to her from 2006 until January of this year.
Halbert is also charged with failing to report the income to the Social Security Administration.
All four are scheduled to be in federal court in Pikeville on Nov. 5. Court records did not list attorneys for the women.
