On Friday at approximately 3:15 p.m. EDT, Kentucky State Police Trooper Casey Wethington was on patrol in the Speck Ridge Road area of Taylor County when he was flagged down by a female.
She advised that her 7-year-old daughter was in the car, had just had a seizure and was not breathing.
