HARLAN, Ky. (AP) -- Some residents in an eastern Kentucky community say they are without water for the second time in a few weeks.
People who live at the Cumberland Manor Apartments in Harlan County told WKYT-TV (http://bit.ly/J9SHiT) that they haven't had running water in two days. Just a few weeks ago, the same people went four days without water.
Cumberland city officials say old equipment at the water plant is to blame for the problem. They say the problem is being worked on, but they didn't know when it would be fixed.
