Neighbors Say Woman is Mistreating Horse.

It's a quiet country road in Allen County, but something here has got many neighbors talking.

"All of the neighborhood is watching this horse and it's deplorable. We can't understand why anyone would do this to an animal," said Thelma Williams, concerned neighbor.

Several neighbors say they've seen one woman continually neglect the care of her horse.

"It's not been out in probably a month and a half. With the grass growing waist high right there next to him, he couldn't reach it. He would reach out and try to get to grass and he couldn't," said Williams.

Many say they've contacted law enforcement, and here is some of what they've observed.

"Its fur is matted together and covered in manure."

"I rubbed and could feel all the bones."

"All of their animals aren't taken care of well."

Now they hope the humane society will get involved.

"We're hoping that the humane society will come in here as soon as they can get in here, and take that horse out. He really needs to be in a safe place. He needs grass, he needs exercise. He needs feed, he needs brushing, because there is feces all over his coat. He has no place to lay except in the feces he creates for himself," said Williams

Now, the neighbors hope this animal can be saved.

The Allen County Humane Society told us they had received a call about this horse on Wednesday, but would not comment in detail because it is an ongoing investigation.

The horse owner in question was not at home today when WBKO tried to contact her.
