Why are they experiencing a budget shortfall? I thought the state has reported they are still funding schools at the same previous years levels. Oh! Never mind that is all social entitlement programs that are not being cut. Education on the other hand took a serious hit. Which is to be expected, it's how democrats maintain power. Lower education and increase dependacy and presto a whole new voting block.
