Governor-elect Steve Beshear is trying to find a way to balance the 2007 budget.
He says in a story from Louisville's Courier-Journal that he is very concerned about the financial outlook for state government.
State agencies have made 166-million dollars in requests for additional state money this year in the weeks since the Nov. 6 election.
Beshear says despite the outlook, he has no plan to reverse his campaign promise to oppose an increase in the cigarette tax.
He also doesn't criticize Governor Ernie Fletcher for not drawing attention to the budget outlook before the election.
