Nearly 13 million people in the US will benefit from health insurance rebates under new health care law.
Insurers will hand back a billion dollars to 12.8 million people,
Rebates will average 151 dollars per household.
The rebates are part of the Obama Administration's health reform law.
The law requires insurers to reimburse policyholders if insurance companies use premiums to boost profits instead of paying for medical care.
Insurers must return money to customers by August 1st, unless the US Supreme Court rules against the health care reform law.
