Kentucky Governor Ernie Fletcher was in Washington Thursday to ask the congress for more flexibility in spending federal money for education and job training.

Fletcher was speaking on behalf of the nation's governors.

He told the Senate Health, Education, Labor and Pensions Committee that the state was restricted from spending $29 million in federal money for things like training coal miners.

The money was allotted to Kentucky as part of the Workforce Investment Act.

He says the federal spending rules hurt work-training efforts in the states.

Congress is considering renewing the 1998 Workforce Investment Act.
