Kenny Roy Miller pleaded guilty Wednesday.
Miller was convicted of murder and attempted murder in august of 1992 and sentenced to life in prison.
The charges stemmed from the fatal shooting of Leon Gray and wounding of Linda Cline in 1990.
Last September, a federal appeals court in Cincinnati ruled Miller's attorneys were ineffective during the jury selection for his trial and the conviction was thrown out.
A new trial was expected this summer, but Wednesday afternoon Miller pleaded guilty to murder, attempted murder, burglary and being a persistent felony offender.
The commonwealth is recommending a 28 year sentence.
Final sentencing is set for July 26.
