Governor Ernie Fletcher has appointed a panel that will review Merit System personnel laws and recommend changes.
Fletcher announced he would create the panel in the latest attempt to respond to the special grand jury investigation of personnel practices in his administration.
Among the 20 members of the task force will be Attorney General Greg Stumbo.
Stumbo's office has been conducting the special grand jury investigation.
Fletcher has blamed Stumbo's political aspirations for the investigation.
Charles Wells of the Kentucky Association of State Employees immediately criticized the panel for not including any state government workers who toil in the Merit System, other than managers.
Fletcher spokesman Mike Goins says merit workers will be consulted during task force work.
