How about getting off FEMA's case! FEMA was pressured to do something quickly, like immediately. The only solution was to rent hotel and motel space which was not enough. The next solution was to purchase trailers. The Federal and State governments are responsible to see that all manufactured houses and trailers are constructed with safe materials. FEMA has done a commendable job considering all the criticism and political interference from all levels.
