Cooper Plea Change Delayed

A former public servant accused of corruption was in federal court Tuesday.

Former Bowling Green chief financial officer Davis Cooper had been scheduled to change his plea from not guilty to guilty on charges he stole more than $3 million in taxpayer funds.

But Cooper's attorney asked for a delay so that he and the city can negotiate a settlement with the state retirement system.

Cooper is asking the state to give him his retirement payment of $625,000 over 20 years, which will then be turned over to the city as part of his payback plan.

But if he is convicted before a settlement is reached, the state could withhold all of his money.

Cooper's change of plea is now scheduled for August 22.
