President Bush says Hurricane Katrina's survivors are showing "a faith in God no storm can take away."
But in his address to the nation from New Orleans, the president also mourned the hundreds who died while waiting in vain to be rescued.
On the eve of a national day of prayer and remembrance for the victims, Bush expressed his faith in "a hope beyond all pain and death" and "a God who welcomes the lost."
The president noted that many houses of worship are sheltering evacuees, and offered to help pay their costs from the relief fund headed by his father and former President Clinton.
