A top Senate Republican leader is questioning Gov. Steve Beshear's recent veto of a $3.8-billion state transportation plan.

Senate President David Williams, a Burkesville Republican, claims in a letter to Beshear on May 10 that his veto was unconstitutional. Williams says Beshear vetoed the measure after the 10-day veto period expired.

Nevertheless, Williams says Beshear does not have authority to spend money on new road projects.

Beshear vetoed the transportation bill late last month, saying it would have hampered his administration's ability to adequately manage Kentucky road projects.

Beshear spokesman Dick Brown says the governor is proceeding constitutionally to implement a highway plan for Kentucky.
