Jim Bullington addressed the commission with the findings of a seven-year investigation he's recently completed.
The investigation concerns the monetary handling of funds for the convention center from 1990 to 2003.
Bullington claims that during that 13-year period, $23 million went through the convention center but was not managed by the city or the City Commmission.
He also notes that most of the money was spent on insurance for the center as well as bonds to pay it off and operational fees.
However, Bullington claims that the rest of the money was used for outside purposes and never given to the city.
The current commission agreed to meet with Bullington in a closed session in the next couple of weeks to discuss the matter further.
Also at the meeting, the commission voted unanimously to appoint City Manager Kevin DeFebbo to the Inter-Modal Transpark Authority.
