Interim CFO, Jeff Meisel was promoted to the position permanently.
He was also named the city's new treasurer.
The licensed CPA beat out nineteen other candidates from a nationwide pool.
Meisel holds a Masters degree from Western Kentucky University.
Many in attendance praised Meisel with City Manager Kevin DeFebbo calling him a man with "impeachable integrity."
The man that meisel is replacing is still a topic for the Commission.
They met in a closed session Tuesday night to look into possible litigation to recoup more money that Cooper made off with.
The former CFO is serving eight years in prison for embezzling more than 4 million dollars from the city over 20 years.
The commission also approved Rundell Ernstberger Associates to begin construction plans on the new Circus Square.
The company out of Muncie, Indiana is responsible for building Campus Marshes in Detroit.
The Shive Lane expansion was given to Gresham, Smith and Partners out of Louisville.
The plan will extend the two lane road to five lanes.
Due to the closed session over Cooper, the Sloan Convention Center closed session will be pushed back until a special meeting on February 20th.
