Cooper was sentenced in January to eight years in prison after pleading guilty to six counts of embezzlement and two counts of money laundering.
Bowling Green's Mayor Elaine Walker says,"They need to be aware that we're going after it. We're going after every single dollar."
But up to bat first is Davis Cooper's ex-wife Marcia Hayes Cooper Cox.
"We can show it was actually taken from citizens and passed through a couple of Davis Cooper's accounts to purchase either items or make payments to his ex wife," said Walker.
The money totals over $700,000 and that is just what they can track.
The city is in the process of trying to determine where the money was spent. When they find out how much and who, Walker says they will be next.
"Whether or not you know that the property or the money that you took possession of was stolen is really not relevant the fact that it was stolen means it needs to be returned."
Walker says about $800,000 has been recouped from Cooper, but that's just skimming the surface of the over 4 million dollars he embezzled.
The Mayor says the city won't stop, until the job is done and everyone responsible is held accountable.
