Transportation Secretary, James C. Codell III, and state highway engineer, Y.M. Yowell of Bowling Green, are accused of using the Transportation Cabinet's Disadvantage Business Enterprise Program to benefit companies owned by their friends, even though those companies did not meet federal guidelines to be considered disadvantaged.
One of the companies named in the suit is Contractors Corporation of Bowling Green. The lawsuit claims the Cabinet's Office of Minority Affairs ruled Contractors Corporation did not qualify as a disadvantaged business, but Yowell is accused of telling the office to approve their application anyway.
The suit also says the owners of Contractors Corporation are married to four executives of Scotty's Contracting and Stone" of Bowling Green, one of the largest contractors in Kentucky. Yowell reportedly worked for Scotty's from 1975 to '81.
Transportation Cabinet officials deny the allegations made in the lawsuit filed by Grant Trucking Company of Jefferson, Indiana and Chaz Construction L.L.C. of Louisville.
