Construction workers can't get their work done because of recent rain. Jody Allen, President of the Bowling Green Homebuilder's Association says payroll totals for most contract labor workers is down 25-percent this year. Rainy weather forces construction crews to call it a day, long before their work is done.
Many of these workers are self-employed and not eligible for unemployment benefits.
